I have seen this topic here before many years ago, but I would like to know why one is the right way and the other the wrong way to do it, so I can put this discussion to rest at my club.

Stretch and rig dry. Once rigged you can wet the rigging so the rope swells making it tighter.
Don't stretch and rig wet. Your hands will get destroyed before your 18 mile race!

What reach.plant.pull said. It should be cotton rope! Nylon rope would behave in the exact opposite manor, I believe. That's why you don't use nylon. You don't want it to loosen as it get's wet.
