E lau hoe, basically, means "Paddle together." but lau also means "many, numerous, to be very much, 400." lau can also mean blade or surface, such as lauhoe, blade of a paddle. so to dissect it i would say "E lau hoe" mean to paddle together, but it also explains how to paddle together, and that is to have many blades in the water paddling together at the same time.
