Sounds like the ocean racers will go upwind first, so the flat water course will be faster, depending on the paddlers, of course. The time lost going upwind can hardly ever be made up on a downwind leg, a headwind wind will slow most paddlers down more than a tailwind speeds them up.

The map on their wedsite shows a downwind only race... so Ocean wins !

It's not a simple choice, I ran aground in the river during a flatwater race many years ago, it's tidal, the crew with the best knowlege will win. A gun K2 crew might knock off the ocean warriors but if the wind is blowing the right direction I think you are screwed taking the river course.
