I'm in the process of refinishing a few steering blades. I've used the white non-skid tape from West Marine in the past, but have had mixed results. The main problem I've experienced with the West Marine non-skid is the way the non-skid grips the side of the hull. It seems as thought it's too hard and often slips.
I've seen the softer non-skid on the Kialoa and Malama steering blades, but have no idea where to find it. Any help would be much appreciated.

Go to local hardware, they usually sell it by the foot...it's made by 3m.

3M @ Ace Hardware, pre-packaged 2 widths, gray color. 3M direct, has the same type in black.

If your hardware store doesn't have it try a marine chandler, that's where I've seen this sort of product most often.

Try Safety Systems Hawaii on Waiakamilo. It comes in 6"x24" strips. You can custom cut them according to whatever paddle you're using. They've got some other things of interest for paddlers, too, like safety whistles, lights, streamers.

I've seen the greyish colored ones sold at Island Paddler before for use on steering blades. Might want to give them a call to see if they still carry them.
