I live in Portland have the same issue with my canoe. I contacted an outrigger dealer in Stevenson WA (on the Columbia River) he said he sends people to Ian Taylor in Vancouver, WA (ian@acscomposites.com)
I've talked to Ian...says he's repaired a bunch of OC-1s. I've yet to take my outrigger too him...as I've had two plumbing mishaps since then and my OC repair money is now literally down the drain. His business in composites so it's not some guy in his garage. But I can't say i've seen his work. I hope it works out for your friend.

thanks Sloughcanoe...I will pass on the info. He just moved over there from Oahu. I guess the canoe cracked in the container.
